Yes this is a new one to me, I have never had them distinguish before. I have seen and heard reports of this in other places lately as well, apparently wholesale buyers of scrap rims want them separated.

Yes, chrome plated aluminum. Apparently it's been standard practice for a few years now at the bigger yards.

I'm guessing the tires were attached to rims and the cement was attached to heavy steel

Correct. The tires were attached to a trailer frame and the cement was actually inside a lally column.
