Yes this is a new one to me, I have never had them distinguish before. I have seen and heard reports of this in other places lately as well, apparently wholesale buyers of scrap rims want them separated.

These were chrome plated aluminum then, not chrome plated steel?

Yes, chrome plated aluminum. Apparently it's been standard practice for a few years now at the bigger yards.

What’s up with the cement and tires? Do they recycle those for a charge and you were getting rid of them?

I'm guessing the tires were attached to rims and the cement was attached to heavy steel

Correct. The tires were attached to a trailer frame and the cement was actually inside a lally column.
