How an you offer free shipping on a 1 cent item? and the item cost the seller 1 cent.....hmmmmmm

They are paying to jack up their DSR.

Or to build a list of customers. Similar to the "Free ASE" offers that you see.

My assumption was the "laugh factor". Like, "hey Joe, I just bought a penny for 6 cents. Now this loser has to mail it to me which costs 45 cents. Ha ha. What a dork."
