Are you sure its not a glue impression? I'm on my phone, so I'm not certain, but the color would indicate glue residue.

if there was glue (or some other substance) the impression (of the coin in contact with it) has embossed the substance, not a contact strike (it's a reverse impression, not a doubled out of alignment strike)

I see quite a few with added images from glue and similar substances. Since this cent is well circulated, it would not hurt to take water to it, if it is a water soluble substance, the secondary image will begin to cloud. Most other adhesive substances will cloud, and eventuall dissolve, with introduction of acetone. I even use old dental tools to remove some foreign substances from coins.
