US Mint is not allowed to lose money on eagles and is not allowed to buy stock at (roughly) more than spot, so when physical premiums make the street price of bars higher than spot then they literally cannot mint any eagles. That is (so I understand) why the street price of eagles is so high now. There is far more demand for them than they can produce when premium prices are uneven and they can't get enough supply at spot.
