It is a shame people treat a cell phone as a disposable commodity. I have to assume they were tossed out the window but I guess they could have been left on the bumper or something. Is there any value in the cell phones which I would think are broken?

Tom, you do save your wire, right? I find a lot of insulated wire on the side of the road, particularly parts of wiring harness, phone chargers and headphones.

Yes, they are a scrap item, and so are the batteries. For most people it takes a lot of time and work to accumulate a decent amount.

Some yards treat them as electronic scrap.
