Lead acid batteries have one of the highest recycle rates of any material. I have seen recycling rates of 97% and higher quoted for them (in the US, at least). I think we have an effective enough incentive already - money!

The interstate Hub is just up the road and pays 10ish for scrap batteries, I send all I get with a buddy to them. Even when we take off batteries we keep a few for cores, never know when you will want to keep the one in the car when buying a new one.
