Clarification for the Sale of Copper - North Carolina

A bill that would clarify legislation passed last session that added regulations on the sale of copper and non-ferrous metals, SB 583 - Metal Theft Statute Amendments -http://www.ncleg.net/Sessions/2013/Bills/Senate/PDF/S583v2.pdf, passed the House on Thursday and is headed to the Governor for his consideration. The bill's sponsor, Sen. Tommy Tucker (R-Union), said that the bill was needed to better outline and define the requirements of the original legislation and to provide consistent statewide standards for the proper sale of copper in North Carolina. Current law provides that those who wish to sell copper in North Carolina must provide proper identification and have their pictures taken with the copper. Proceeds received from the sale of copper must be cashed off-site. Cash may only be provided to sellers of other scrap, non-ferrous metal types such as tin or aluminum provided the amount is less than $100.
