The only 192X in the Cherry Picker's Guide is the 1929, but yours is an earlier year style "9"...

IMHO, I would say strike doubling.

Do you have a photo of the IGWT?

IGWT is pretty worn down and I could not see any doubling on it. Coin is at home so I will try to get a good shot of it tonight to see if I missed something. Thanks!

Yeah, I wish it was a 1, but whatever it was is long gone. I can't even begin to make anything out. Nick-A-Date it? :lol: Just kidding.
