Looks like the reverse of a Commonwealth of the Philippines issued under the control of the USA. It looks like the date is 1944, so your coin will be silver unless it says Five Centavos on the other side of the coin. These coins were made in the USA at the Philadelphia, Denver and San Francisco Mints during WW2 - so look for a D or an S mint mark.
