That is quite an upgrade, Doc... 64 to 66 after a dippy do and some acetone!
The Redfield is surprising, the DPL is not... with the toning most likely developed from the fatty slab paper, and the polishing lines which give it the PL look, the graders sometime see the coin falling into the category of "old coin, old cleaning, retoned" If you had dipped it, the story may have been different. And the 78-CC 62PL grading as a 63, well... that's the way they do it sometimes. It's like asking yourself, "Is this a coin that is so superbly struck that 63 marks make it look 62, or is this just an ugly mishandled proof like coin that should be so much nicer?" If the coin warrants it, it will be given the 63
over the 62PL because it just sits better with the psyche. I wonder what they didn't like about the Redfield...
