1999 P Pure Nickel Georgia Quarter--No Copper Layer

I have in my possession a quarter that is missing the copper...the rim is reeded at the same spacing and is the same thickness as a standard quarter, and the weight is 5.600g vs 5.700g on my mg scale. It is a P mint mark Georgia state quarter and is NOT silver...

What is it? Is it a foreign planchet, or is it something else?

Did you ever figure this out? I have a 2000 Massachusetts quarter that looks just like this.

I had one. They are nickel plated. It stuck to a magnet. Some kind of HSN gimmick. It's back out in the wild I think.
