.

did the proof sets always come in a plastic case ?

I have 5 ????? Proof sets that the card in them states they are proof sets, but they are in an envelope with a clear covering that is flexible like a piece of paper.
they are:
1 1961
2 1962
2 1963 sets

there is one sheet in each package.
I don`t remember the mint mark.
what do I have mint sets or proof sets ?

.

bman is correct. Proof sets came in the cello plastic sold by the mint that way in from 1955 to 1964.

The Proof Sets were originally packaged in small boxes. Each individual coin in a cellophane pouch, all were stapled together at the top, wrapped within tissue paper, and placed within the box. This packaging format was redesigned mid way through 1955, when the coins were placed in flat packs. All coins were sealed within an individual space within a flat plastic cellophane, which was placed between two cardboard inserts, and put into an envelope.

Prior to 1950, the 1936-1942 proof sets:

Because of individual sales packaging for proof coins of this era could vary. In general, coins were placed within individual cellophane sleeves. All coins from the customer order were then stapled at the top and placed within a box or envelope to accomodate the order size. Original packaging from this era is not commonly encountered as most of the coins reside in privately produced holders to third party grading holders to better preserve the coins.

NO Mint mark - minted in Philadelphia. ALL proofs in the proof sets from 1936 to 1964 did not have a mint mark. Proof coins broken out of these sets can be described as having a proof patina, clearly defined details without any weakness, and have a sharply raised rim. I found a slightly circulated 1961 proof penny myself in the wild in a batch of coppers.

The "S" Mint Mark on proofs began in 1968 and has continued.
