I bought a pretty big lot of rolled cents last weekend and have been selling some off here. Anyway I just discovered a BWR
Labeled 'City of Phoenix Arizona Parking meters and Jonhson Fare box Company Chicago"

Someone wrote 1938-p on the outside.

One ender is tails and the other is a 1938 looks UNC but brown

Do I open the roll?

If you talking about dragging a gannon across the ground with a tractor I'd say average.

If you talking about determining the condition of a coin, I still have no clue.

I can tell if a coin is used or not.

By all means open it. If not, how in the world are you going to tell us what was in there?

Unopened "original" bank rolls can bring quite a price on ebay. Usually anything in the 30's will fetch 300+ per roll. It appears though your roll might be a toss up there. I might can tell if you posted up a few pics for the side with the writing, plus the ends of the roll. I used to have a collection of OBW rolls from 1934-1958 pds. I sold them for over 10k and bought some silver around 06'.
