I am sorting through the thousands of Canadian cents that I have accumulated for decades... and purchased here and there... I have about half a roll of 1929's saved up, and decided to look through them for the "high 9" variety. Here's a page with pictures:
http://www.coinsandcanada.com/coins-prices.php?coin=1-cent-1929&years=1-cent-1920-1936
They list it as being the difference of having a coin worth half a buck, to being worth about 40 bucks! That's all theoretical though, since I'm not selling it, I intend to keep it!
Here's what mine looks like. It was in an old 2x2 so I took it out to scan it. Now that I've seen the scan, I'm even more convinced this is the high 9.

Why don't you send it to the Canadian Coin Certification http://www.canadiancoincertification.com/index4.php?c=2&lg=1

There this one on Ebay-- look at the third photo. http://www.ebay.ca/itm/1929-Canada-One-Cent-Penny-Coin-High-9-Variation-Error-/320747240129?pt=LH_DefaultDomain_0&hash=item4aae067ac1

I added the lines to your photp--
