I'm not sure why he mentioned this? Since there is zero shot of him having the authority to do so, it has little significance.

If Romney really wanted to he could grant a 50 state waver through executive order. I know this is something that he was saying during the primary.

He's gonna keep the parts that are polling favorably with the proletariat. Until the polls change. Then he'll do whatever TPTB tell him to do.
