I like it in theory but wouldn't it be hard to enforce, the affected governments/individuals
could just buy through 3rd parties in other states.

They don't have enforcement authority, anyhow.

Sure they can get around that easily enough. But at a higher cost. Cops were getting a discount, and that's over.
