Are Germans right to fear limit on cash payments?

The more I read of this site the more I'm liking Germany, it's hard to imagine anyone
outside Realcent or my Libertarian friends even getting worked up about this issue
here in North America.

I suspect Germany more than most of western Europe enjoys a greater appreciation of totalitarianism being as half of them were until recently living that way in the former east Germany.
