USPS Rate Change Coming 1/22/17

I noticed my Stamps.com software downloading a new rate table the other day.

Here are the relevant changes I could find buried in an Excel sheet on USPS.com. I left out the Library Mail, Retail Ground, etc. stuff that we don't really use here.


Highlights
- stamps going back up to $0.49
- first class parcels increasing by as much as $0.65 at the upper end of the weight limit
- Priority & Express regular flat rate envelopes, legal flat rate envelopes, and padded flat rate envelopes will all have different rates. If you try to print a regular flat rate envelope label and stick it on something else, it may show up to your customer with postage due, or get kicked back to you. I think PayPal offers regular and padded, but not legal?
- customs form change for international flat rate envelopes and small flat rate boxes


First Class

- The retail rate for a First-Class Mail® Letter postage stamp will increase from $0.47 to $0.49

- If using PC Postage or a postage meter, the First-Class Mail Letter postage stamp rate will decrease from $0.465 to $0.46. So it will be $0.03 cheaper per letter to use Stamps.com, etc.

- First-Class Mail® Flats up to 1 ounce: price increase from $0.94 to $0.98

- Adult Signature service will be available with First-Class Mail Parcel

- Registered Mail™ will no longer be available with First-Class Package Service®

- First-Class Mail® Parcels (Retail): pay one price up to 4 ounces: $2.67 (was $2.62 up to 3 ounces)

- Each additional ounce after 4 ounces for First-Class Mail® Parcels (Retail): $0.18 (was $0.19)

2 oz up from $2.60 to $2.61
3 oz up from $2.60 to $2.61
4 oz up from $2.60 to $2.61
5 oz up from $2.60 to $2.77

Medium Flat Rate Box
Retail - up from $13.45 to $13.60
Commercial base - up from $11.83 to $12.40

Large Flat Rate Box
Retail - up from $18.75 to $18.85
Commercial base - up from $16.19 to $17.05

Regional Rate Boxes
A: up from $6.01-$14.95 to $6.52-$15.14
B: up from $6.71-$24.41 to $7.17-$28.72
additional fee if paid at retail: $2.25 for zones 1-4, $1.00 for zones 5-9


Priority Mail Express

Flat Rate Envelope
Retail - up from $22.95 to $23.75
Commercial base - up from $20.66 to $21.18

Legal Flat Rate Envelope
Retail - up from $22.95 to $23.95
Commercial base - up from $20.66 to $21.28

Padded Flat Rate Envelope
Retail - up from $22.95 to $24.45
Commercial base - up from $20.66 to $21.64

Signature Confirmation
Retail - stays the same at $2.90
Electronic - up from $2.35 to $2.45


International

- Priority Mail International (PMI) Flat Rate® Envelopes and Small Flat Rate Boxes will move from the letter mail stream to package stream. This change means that these package types will be treated like other PMI package types today, with built-in USPS Insurance, no limit on declared value, tracking, and extra service options. They will also utilize a 2976-A customs form instead of the 2976 customs form.

- No change to Priority Mail International, Priority Mail Express International, or First Class Package International rates
