Not completely applicable, but my quick observation is that politically red states seem to be less expensive than blue states. Mostly.

The difference is how much each state charges for taxes. When we go to Illinois we always fill up in Wisconsin because when you hit the Illinois border the gas price shoots up. If the gas was free it would still be expensive with the amount of tax charged.

also, environmental regulations. In metro Atlanta, several counties have to change the formulation every few months for air pollution reasons. The refineries use this as an excuse to tack on 20 cents to the price. Outside of those counties, its 20c cheaper.
