Nice idea, in theory, Rob. Personally, I'd concentrate my efforts on bigger fish (as they say). The 1982 proof set is the lowest valued US Mint offering in the Coin Dealer Newsletter (aka The Grey Sheet).
Seeing your posting, I decided to look it up in my 08-19-2011 issue of the Grey Sheet just received yesterday. Bid price on the 1982 proof set is $2.75. The closest competitor is the 1985 at $3.00.
