it looks like 2 cents were glued together and got seperated. Try soaking it in water for a few days and see if it will come off with your fingernail.

Hi Joe.
This is what is commonly called a "glue job". Some glue was applied to the surface of this cent and another cent was pressed into it while the glue was still soft.

PS I did right him back and asked if he saw this part of the post The design is actually struck into the head. Glue theory/ hammer theory both debunked. I will post reply if any.

If you have ever read "Footfall" by Larry Niven you would recognize the image on the coin. Don't lose it! It is a 'challange coin' from the invading forces onboard the starship Thuxtunkflyshitty* (sp) that attack earth.
I'm quite sure about my diagnosis. I've seen many other examples.
