It looks as though a booger got flicked onto the penny just before it went into the roll. Or I suppose a similar event could have happened at the mint with a stray fleck of copper. Hard to tell if the material is metal or some other substance.

It is metal. Copper, you can tell by the color(or at least in real life). It is hard to distinguish in the photos.

If you have some acetone soak the penny in it. That will dissolve the glue on it.

How long should I soak it? Will it ruin the coin if it isn't actually glued?

I put a PM to BMAN to have him post his two cents worth.

He had posted this early on in this thread--

it looks like 2 cents were glued together and got seperated. Try soaking it in water for a few days and see if it will come off with your fingernail.

I myself would try the water it could not cause a problem.
