Ugly Abe

Everyone gets ugly abes, but I haven't seen one like this. What are your thoughts? It looks like it is copper coated.

Almost looks like a double die! Look at those numbers....interesting....too bad about the condition.

Dropped in tar? Is it only on one side? I wonder if it is the type of seal that they spray onto roads to re-coat them.
