My question is when looking at a price guide like Redbook, Numismedia.com, PCGS, etc., why do some coins in certain condition have dashes where they normally put the price? What does the dash mean?

I believe it usually means there are none known to exist in that grade.

These book are build from population reports at PCGS, NGC, ...

If none of these grading company have ever grade this piece in that grade, they can't put a price on it. You have to get it graded first, it will enter population report and a price will appear in the next edition of that book.
