Labeled pennies

So I had posted that I got a box of pennies that had 114 wheats in it, out of that box three zinc pennies had a small piece of masking tape with a number wrote on it (14,9,4). I just opened a secon box and again lots of wheats so far and some of the zincs have tape with number on it. Any idea why someone would have labeled some of these zinc?

Thanks, I just wanted to make sure it wasn't some type of collector labeling since I was finding so many wheats. I also found a 1939 argentino 10 centavos

sealed boxes that the bank orders, they will not give me bagged or customer pennies
