At this level of magnification a lot of things stand out that aren't easily visible by naked eye. I see light scratches and perhaps a scuff on his forehead which I presume are allowed at 67. But I also see a lot of what appear to be rim imperfections - those are allowed at 67?

Good eye rich, but what your seeing in rim issues is actually the slab the coin is in

I think the scuffs on the head/cheeks would probably keep it from MS67 -- more likely MS66(?) But, maybe the grader had a really good breakfast, and the cute receptionist gave him a wink on his way in.
Edit: Is that the beginning of an oxidizing fingerprint on the shoulder?
