What I don't understand is how they can quit making dollar coins on their own, but they have to mint pennies and nickles untill they are instructed to stop.

the key being that they will not stop minting them, just change the composition to steel.

the key being that they will not stop minting them, just change the composition to steel. it only took canada a few years before they started strategically removing the valueable coins from circulation. they have to have enough steel ready to go so they do not create a shortage.
