Canadian 1968 dime

I found a canadian 1968 dime today. If it's not magnetic, does it mean it is 50% silver?

BTW it is REALLY difficult to find any old nickel or dime in Canada. I wonder if maybe the banks keep them for themselves... 10 cents FV 2.50$ value!
Is it that difficult in the US or it's just Canada?
