Need Help IDing a Mexican Coin/Medal/Token

Obverse Reads: Mexico Reconoce Tu Esfuerzo por La Democracia, Estados Unidos Mexicanos, 1994
Reverse Reads: Instituto Federal Electoral, IFE
Weight: +/- 33 g
Diameter: +/- 43 mm
Has the medal alignment rather than coin alignment. Sounds like a big silver coin.
Any idea what it is? Thanks in advance!!

I think that is 100 pesos not US$. :oops: They use the $ sign also. http://en.wikipedia.org/wiki/Mexican_peso
