RFID in a dime roll?

After reading HCBBT's inspiring dime story I decided to buy some today.
I only got 4 CWR's and 10 clear brink's rolls.
No silver-SKUNKED! :thumbdown:
In one of the clear rolls was this. Is it a RFID tag? Why would it be there?

The banks got smart and to know where are coins being taken to be dumped

Wouldn't they have just made coins with a hidden compartment to hide the tag instead? Like the dye packs they make by "sacrificing" several real bills for the greater good?
