Best way to account for cement weight in Weighted Sterling

I found an online local auction site that has weighted sterling silver pieces.

What is the best way to take into account the weight of the cement without seeing it in person?

I have a pretty good feel for those little weighted candlesticks

But some of the other stuff I am not sure about

For example:

International Trumpet Bud Vase

8.25" high
International Sterling"
"Weighted Reinforced"
"151 66"
It weighs between 3 and 4oz


As we all know, that weight of between 3 and 4 oz is mostly cement.

Is there some rule of thumb like 2/3 of the weight is the cement?

I took apart a weighted sterling piece a few weeks ago , a candy dish with 'weighted sterling' as the base. Base was approx 5" wide and 4" tall , in sort of a cone shape. The total weight of the sterling was .3 troy ounces. Unfortunately I paid $15 for said candy dish , however it was a valuable less - weighted sterling sucks.
