Not that I doubt the manipulation, but LBJ's comment really didn't imply that it would be manipulated forever. He wanted to keep it low enough that the silver coins would remain in circulation. Obviously, that failed miserably in rather short order. So theoretically, they should have stopped manipulating it once they realized keeping junk silver below face value was impossible.

I find this a terrible tragedy. Taking silver and gold out of coins was bad enough, but selling this countries reserves? should have been a crime.
