What's with these Chinese Ghost Towns?

The Chinese ghost town depicted above has been a recent topic and mystery. Considering the staggering amount of capital and resource necessary to develop these complete cities there must be more to it than poor management or GDP manipulation. These constructs are fully capable to absorb a massive amount of people as well as provide instant business and trade. There is an obvious anticipation of an event ...

If it is a ghost town how come there are cars in the parking lots and a boat cruising the lake? :?:

Thank you for taking the time to click through and read the article. The "Ghost Town" label was coined prior to myself being aware. The situation related, China has built many complete cities capable of holding up to 1 million people each, in most cases they have been left with only a few government people. (The picture is of a Municipal Building.)These cities for the most part are away from all others, built with the latest technology and architecture.
