Metal recyclers are already on the lookout for all sorts of crime related to stolen metal. They don't want the secret service breathing down their necks too. I'm sure they are all well aware of the laws, and would refused pennies from the general public. Any penny melting that does happen is after dark and nobody talks about it....
I believe this is how the melt ban was first started, after a the mint took notice of a metal recycler getting rid of a lot of pennies.
It's only a matter of time though, and if the melt ban is repealed you should be paid the same as for any other copper scrap...
