this is quite outrageous, but doen't really surprise me. :x
Always drink upstream from politicians, they tend to foul things up.

I'd like more details. There are two different things they are talking about. Fraud - and a Tax Loophole. A loophole is legal.

It looks like you file for an Additional Child Tax Benefit. You use a ITIN to file - no need for a SSN.
