From what I have heard, all the West Coast scrap is being shipped to Asia. That was four years ago, so you never know.

That is True. It costs me approx 300 dollars to ship a 20' container (~40,000#) of scrap to china. It costs close to $2000 to bring something in on a semi (48,000#) from Chicago. Rail is a option b/c the rail cars can carry a couple hundred thousand pounds of material, but it takes a long time compared to the other options.
As of right now we bring in rail cars from around the country and then blend them on the west coat and then ship them overseas.
In 2008 I watched companies that had been in business for generations close due to the copper market. Domestic companies shipped copper to china. By the time the material got there the price had dropped so much that the customers backed out of their agreements. They said... We aren't taking the metal. Ship it back. Letters of credits, promises, contracts in the end meant nothing. If someone wants to screw you they will figure out a way. Our entire system of business is for honest people. Someone who is dishonest will always figure out how to circumvent the rules.
