Repeal the melt ban.

Make a new law explicitly stating that any citizen can dispose of his or her money in any way they wish.

And if a 1909-S VDB should show up in one of my coin bags, that would be good too.

Would you please arrange for all the egomaniacal, power-hungry, illegitimate, warmongering, greedy public servants to either fall to their knees at the realization they should forever change their lives for the better which will lead them to immediately repair the damage they and their predecessors have done, OR, fall over from a massive and painful coronary with just enough strength left to confess to the world all their illegal behavior before they die an ignominious death...uhm, preferably the latter because it will probably get higher ratings on TeeVee.
