Has any one heard of the senate bill that will levy a tax on collectible coins and bullion

Actually thought that there was a congressman that submitted a bill eliminating the tax on coins and bullion.

Capital gains tax on any bullion or coins sold, where the amount of the sale is over $600.00

If there is a tax put into place for amounts over $600, would that make the premium on small fractional gold (1/10 oz, 1/20 oz, etc) skyrocket?
