Correct me if I am wrong... but doesn't the large commercials HAVE to make the market?

For example.. if I want to by 1000 shs of XYZ, and no one wants to sell them, isn't it the job of the market makers to sell those shares to me and go short if they have to?

I think that this might skew the numbers against the commercials (and have them appear to be short)

If no one wants to sell then you do not buy unless you keep upping your offer until someone likes it.
