If they plan on using them for Soylent Green then I could see the benefit here...

I believe this is being done to stave off political decline. The more political decline we have towards collapse the more various regions take moves towards independence. Such as happened with Chechnya and the former Soviet Union. Here, regions that used to be part of Mexico and are increasingly becoming more Mexican . . . I'd hate to see a reverse of the theft of land that happened to Mexicans after the annexation of California.
Keep them from starving and dependent on the govt, and they are less likely to cause serious problems in the future.
