Which means they're not willing to mine with prices at $18-20. It's not clear what the $16 includes, but most businesses can't survive as non-profits, because there are actually other expenses of business (including risk), and they usually require anywhere from a minimum of 5% to 15% net profit to justify taking small risks. Large risks require even higher profit margins to justify.
