Google 1964 Peace dollar and read the stories on it. Someone counterstamped a Peace dollar and created a big scandal out of it several years ago. I am pretty sure its an actual silver dollar still.

I say final bid value parallels [average Peace dollar price +/-] ~ [(spot + novelty value) - (shoddy quality vs. actual US Mint made genuine quality versions)].
