I always wonder what happens if a scrap dealer goes bust between the time
you take the stuff in and the check clears.

Since the state forces it to be done that way will somebody try suing the
state when they are out the money from a scrap dealer that went bust
at the wrong time.

At least when you get cash upon delivery it never bounces.

Some kind of escrow system might be better:

-Scrap dealer keeps money on deposit with the government instead of
cash on hand like they do now.
-Govenment has an automated system where scrap dealer registers the
purchase online.
-Seller of metal gets a confirmation number that can be immediately
verified so he knows the payment is taged to him even if the scrap
dealer goes bust.
-Government sends out check after holding period.

Of course this won't work in places like California or Illinois where
the state it's self is insolvent and behind on payments. -_-
