I just won a giveaway on Instagram and this was one of the items was this. A 2006-S state quarter proof set graded by PCGS and signed by the director of them US Mint. Only problem is I can't find any info on it. Here the number of it helps 73952653. Any info is welcomed especially value!

It's not really signed, it's just a copy of the signature put on the case the coin is in. They did this with a lot of the "state quarters" at that time.
http://www.pcgs.com/Cert/73952653/The above shows you the info on the coin and the value according to PCGS. I would estimate the true value closer to $40 "retail" though.
