Other than lying to the Feds, what law was broken? "He structured his withdrawals in order to avoid reporting requirements" In other words he obeyed the law by always withdrawing less than $10,000. What would have happened if he told the FBI that he was withdrawing the money for private reasons?

It is illegal to structure withdrawls with the intention of avoiding reporting.

What's the point of having the $10k reporting law? Sounds like if you report withdrawals of 10k or more they can decide whether something is suspicious enough to investigate or look into and if you make withdrawals under 10k they can decide if they see a pattern suspicious enough to investigate or look into. We're all screwed. This is aside from the rest of the story of whether this guy is a scumbag.
