I find tax tokens all the time in junk boxes - its a cool piece of history and how people paid sales tax back before credit cards and computers. If you paid, say, 11 cents on a 10 cent item with a 5% sales tax rounded up, you got 5 mils back in tax tokens, which you could redeem for currency once you got a certain amount. At least that is my understanding.
