Do people buy computer boards that have had the pins plucked off of them?

Short answer: yes, but there are fewer buyers and the price is a lot lower.

If you remove all of the pins, connectors and other precious metal bearing components from a board such as a computer motherboard then you have a low grade board. If you remove some of the components but not others, the price will still be reduced but by how much depends on the buyer, type of board and other factors.

Some scrap yards buy low grade boards as electric motor scrap, but many won't buy them or will only pay light iron/shred scrap prices.

as far as these things go, i was just wondering which pins on them are made of silver/gold etc...any help is greatly appreciated :)
