Do they test if the equipment is working or not? Just give them the old " it was working before I put it in storage." Or the similar line "it runs fine, I just sold the wheels, blade and bagger attachment on eBay."

I wonder if it's like cash for clunkers where they scrap the equipment that's turned in. Or does the municipality just turn around and sell the stuff at surplus auction? :P
