Shortage shmortage, I ordered a roll of silver Philharmonics from Provident and they shipped them straight away :D

True. A traditional lawsuit might not be the way to go; however the buyer does have some options, even in smaller transactions. Filing a complaints with the Better Business Bureau and the Secretary of State in the sellers' home state would be a good start. Also, if a firm selling goods to out of state customers gets more than a few complaints, it might draw the attention of a Federal prosecutor. Given the present political climate, a firm selling PMs doesn't want to risk even the slightest chance of Federal involvement. Ask Goldline.
